Suyana Foundation’s territorial experience contributes to transforming health promotion in Peru

Within the framework of the Letter of Intent signed between the Ministry of Health and Suyana Foundation, both institutions are carrying out joint actions aimed at strengthening the Healthy Municipalities, Cities and Communities (MCCS) strategy, with the Healthy Municipality Programme as the main mechanism for its implementation.

Cusco, July 10, 2026.- For more than a decade, Suyana Foundation has worked alongside local governments, health facilities, educational institutions, and rural communities to strengthen health promotion from a territorial perspective. Today, this experience built together with thousands of people in the regions of Cusco, Apurímac, and Puno is also contributing to the development of national public policies.

On June 24 and 25, Suyana Foundation participated in the National Technical Meeting for the Validation of Health Promotion Regulatory Documents, organized by the Ministry of Health (MINSA), with the support of the Pan American Health Organization (PAHO). The meeting brought together specialists from Regional Health Directorates (Diresa), Regional Health Management Offices (Geresa), Integrated Health Networks Directorates (Diris), and other institutions involved in health promotion to review the tools that will guide the sector’s work in the coming years.

An experience built from the territory

Since the 13th Regional Meeting of Healthy Municipalities, Cities and Communities, held in Cajamarca in 2025, the Healthy Municipality Programme (PMS) model has been recognized as a reference for strengthening the territorial implementation of the Healthy Municipalities, Cities and Communities (MCCS) strategy. It incorporates lessons learned through work with local governments, health facilities, educational institutions, and communities themselves.

The update of the regulatory framework —the first in approximately two decades— seeks to strengthen the approach to social determinants of health, territorial management, and coordination among different levels of government. These principles are part of the approach promoted by the Healthy Municipality Programme, which encourages coordinated work among authorities, institutions, and citizens to improve people’s living conditions.

An ongoing process

During the meeting, participants also validated the draft Territorial Management Model for Health Promotion and the Approach to Social Determinants of Health, as well as the Guide for the Organization, Operation, and Accreditation of Healthy Municipalities, Cities and Communities. These documents will continue through the review process prior to their approval by the Ministry of Health.

Suyana Foundation’s participation in this process is part of the Letter of Intent signed with MINSA to strengthen the Healthy Municipalities, Cities and Communities strategy. In this way, the experience developed through the Healthy Municipality Programme continues to contribute to strengthening health promotion policies and developing tools that support coordinated territorial management for the benefit of communities.
